澳大利亚公布《2000年海外学生教育服务法案》复审报告

    众所瞩目的澳大利亚《2000年海外学生教育服务法案》复审工作日前已结束,澳大利亚联邦教育部长茱莉亚•吉拉德对当日公布的关于加强立法监管国际教育行业的贝尔德报告终稿表示欢迎。

    吉拉德部长感谢贝尔德先生为高效、负责完成这份报告所付出的巨大努力,并批准立即实施报告中的多项建议。

    基于对《2000年海外学生教育服务法案》的复审结论,前库克选区议员布鲁斯·贝尔德建议立即调整相关政策,加强面向在澳国际学生的权益保障和支持服务。

    在其《更有力、简化、高效的<海外学生教育服务法案>:加强国际学生支持服务》报告中,贝尔德先生提出了以下建议:.

Ø       为国际学生提供更充足的支持服务和更全面的资讯;

Ø       更有力的消费权益保障机制,杜绝不良院校和留学中介针对国际学生的不正当行为;

Ø       对整个澳大利亚国际教育行业实施更为严格的监管;

Ø       为在澳大利亚留学、居住的学生提供更全面的支持服务,例如设立相关机构方便其反映问题和寻求帮助。

    贝尔德先生在报告中列举了澳大利亚国际教育行业存在的问题,并就加强立法以更好地保障国际学生权益、确保澳大利亚继续提供世界一流的教育提出了多项建议。

    上述建议是在向国际学生、教育院校、州/地区政府、监管机构、学生社团、国际教育专家、教育工会、行业组织和外交机构广泛征求意见后,综合产生的结果。

    吉拉德部长表示,澳大利亚政府原则上赞同通过修订《2000年海外学生教育服务法案》,提高招收国际学生院校的审批标准的建议。

    澳大利亚政府将尽快落实这些建议,以遏制少数院校和留学中介在招生过程中的不正当行为。

    为实现上述建议措施,《2000海外学生教育服务法案》亦需进行相应的修订。贝尔德先生向反对党和其他政党阐述复审报告的相关建议,以尽快使澳大利亚议会进入商议探讨程序。

    报告中的其他建议措施,还需向澳大利亚各州/地区、国际教育行业和联邦政府其他部长们广泛征求意见。此项协商工作也将立即启动。

The Minister for Education, Julia Gillard, today welcomed the release of the Baird review final report into the legislation that governs international education in Australia.

 

Ms Gillard thanked Mr Baird for his hard work and commitment and for producing the report as a matter of urgency and agreed to begin work on implementing a number of recommendations immediately.

 

Following his review of the Education Services for Overseas Students (ESOS) Act 2000, former Member for Cook Bruce Baird has recommended immediate changes to improve the experience of international students choosing to study and live in Australia.

 

Mr Baird’s report, Stronger, simpler, smarter ESOS: supporting international students, makes recommendations including:

·       more support for international students and improved information

·       stronger consumer protection mechanisms to ensure students are protected from unscrupulous operators

·       improved regulation of Australia’s international education sector

·       improved support for those who study and live in Australia including having somewhere to go when problems arise.

 

Mr Baird has detailed the issues facing the sector and makes a number of recommendations for strengthening legislation to better protect international students and ensure Australia continues to offer a world class quality education.

 

The recommendations follow extensive consultation with international students, education providers, state and territory governments, regulatory bodies, student organisations, international education professionals, education unions, industry bodies and diplomatic missions.

 

Ms Gillard said the Government supports in principle recommendations to amend the ESOS Act to lift the bar on entry into the international education industry in Australia.

 

The Government will also move to implement recommendations which relate to restricting unethical student recruitment practices as soon as possible.

 

These changes will require amendments to the ESOS Act. Mr Baird will brief the Opposition and other parties on the review’s recommendations this week with a view to having them available for consideration by the Parliament as soon as possible.

Other recommendations will require consultation with States and Territories, the International Education sector and other Australian Government Ministers and consultation will begin immediately.
