1选择A to make,B是语法错误的，C，D的结构差不多，但是如果选择C，D的话，后面的话要修改，例如改成，prevent the fires from spread,
2 选择D：not in teh least,注意least是little的比较级，所以not in the least是根本否定的意思，（我一点都不满意这个会议），揣摩意思，要选择D,要选择D意思是它不可能再糟糕了。
