一、a year where ...

说明：在此，where = in which，它修饰前面的一段时间 an election year. "a year where" 为习惯性用法，这时不说 "a year when"。

where 前面是时间词的还有一些，但上面一句比较典型。

二、idea where ...

“People in the U.S. are incredibly suspicious of any idea WHERE people are not going to own cars, or are going to own fewer,” said David Ceaser, co-founder of CarFree City USA.

说明：在此，不用“that”是因为 where 引导的句子“不”是 idea的同位语从句。在此，同样，where = in which。"an idea" 是由多个部分组成的，引导的从句是 idea 内的组成部分。
