解答:
"time" 有一种情况后面要接 “that”，而不能接 “when”：
It is time that ....是...的时候了，如“It is time that we went to bed." 我们该睡觉了。这是一种虚拟语气。
It is time that we went to bed. = It is time that we ought to go to bed.
而 happening before the time that a baby is expected to be born = happening before the time that a baby OUGHT TO BE born.
也可以理解为虚拟语气。“发生在‘该’婴儿出生的‘时候’之前”，所以，在较地道的英语中，应为 that。而不改为 when 。（ when 在逻辑上是正确的，因为 when = in which。）
